Daryl Keleher, BA (Honours Economics), BURPl., MCIP, RPP
Overview:
As a Registered Professional Planner (RPP) and land economist with 20+ years of experience in the fields of urban planning, demographic research and economic consulting, my practice focuses on questions and issues where the fields of land use planning, economics and municipal finance overlap with City building.
My clients have included a range of public and private sector clients. Practice areas include:
- Municipal Finance, including development charges, parkland dedication, community benefits charges, education development charges, municipal property taxation policy, etc.;
- Fiscal Impact Studies;
- Economic Impacts of Development;
- Housing Policy;
- Provincial and Municipal Planning Policy; and
- Employment Land Needs Analysis
I am a regular expert witness at the Ontario Land Tribunal, and have testified before its former iterations (Ontario Municipal Board, Local Planning Appeals Tribunal), as well as the Nova Scotia Utility and Review Board.
My past work experience includes time spent at a major market research firm, a non-profit urban planning research think-tank, a prominent international real estate consulting firm, and a Canadian municipality.
